    This is a non-union position with York Region Rapid Transit Corporation at 3601 Highway 7 in Markham, ON.

    Reporting to the Project Manager, is responsible for applying specialized technical skills, abilities and knowledge and contributes to the completion of work and the implementation of large scale complex projects that support the rapid transit initiatives (vivaNext) within the Region; providing civil engineering technical support and coordinating technical issues between YRRTC project team, Regional and local municipal staff, consultants and other stakeholders for major transit infrastructure capital projects, such as BRT; supporting on-site construction activities; supporting the review of design and construction drawings and project related schedules; and coordinating phases of the project, including conceptual design, preliminary engineering, detail design and construction.

    QUALIFICATIONS
    •Successful completion of a Community College Diploma or approved equivalent combination of education and experience.
    •Minimum three (3) years relevant experience demonstrating significant success in managing related senior level administrative work and projects.
    •Experience in or knowledge of public transportation or government.
    •Understanding of municipal, regional and provincial operations.
    •Demonstrated knowledge of project administration.
    •Knowledge and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability and flexibility/adaptability.
    •Demonstrated administrative skills.
    •Leadership skills and ability to provide guidance, training and mentoring, and to coordinate, assign, schedule, provide clear written and verbal instructions and check the work of assigned administrative staff.
    •Computer literacy utilizing MS Office software applications including spreadsheet, word processing, data base, presentation and scheduling applications.v
    •Effective verbal and written communication skills on technical and non-technical matters.
    •Demonstrated ability to work independently and collaboratively in a team environment.
    •Ability to travel to off site locations, in a timely and efficient manner, as required.
    •Ability to work outside regular business hours, as required.

    Job Description

    Major Responsibilities:
    As part of the Toronto Water team and reporting to the Manager, District Contract Services, the Senior Engineer will be responsible for the planning, design and development of technical specifications and the preparation of contract documents in the delivery of Capital and Operating programs. The Senior Engineer will function as a team leader, providing work direction to staff, as necessary.
    •    Assists the manager in defining and allocating work and setting goals.
    •    Manages assigned projects, ensuring effective teamwork and communication, and high standards of work quality and organizational performance.
    •    Conducts research and development of new products, and design and construction technologies such as trenchless technologies.
    •    Implements pilot projects to recommend approval of new products and methods ensuring that research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
    •    Designs and administers complex sewer and water main projects employing various types of trenchless technology for new installations and water and wastewater systems rehabilitation.
    •    Identifies, evaluates, and provides technical expertise and recommendations for the resolution of operational, compliance program, by-law, environmental, public safety and risk management issues in compliance with the City policies and by-laws.
    •    Ensures compliance within guidelines by acting as a signing authority.
    •    Provides specialized technical advice and expertise to support the Unit and District Operations staff in addressing contractual and operational issues.
    •    Responsible for project management of district capital and operating programs/projects, special projects, and the development/review of engineering proposals.
    •    Leads project teams and provides work direction to other supervisors, engineers and technical personnel.
    •    Prepares terms of reference, and selects and directs consultants undertaking professional services for Toronto Water.
    •    Maintains an up-to-date knowledge of advances, trends and regulatory requirements in the area of water distribution, wastewater collection systems and maintenance; including renewal and rehabilitation methods.
    •    Prepares ad hoc reports related to Toronto Water’s renewal and rehabilitation needs.
    •    Keeps abreast of new technologies and construction procedures related to distribution and wastewater collection system infrastructure renewal and/or rehabilitation.
    •    Provides reviews on development applications, as may be required, related to servicing needs and identifying operational issue requirements.
    •    Represents Toronto Water at meetings with Community Councils, standing committees, elected officials, staff of other sections, divisions and agencies, and consults with members of the public, external clients and consultants.
    •    Prepares technical reports, Works Committee and Community Council reports, and content for public education/communication purposes, as may be required.
    •    Secures permits and approvals, as required, from external agencies such as the Ministry of the Environment, the Ministry of Labour, Toronto Regional Conservation Authority, etc.
    •    Performs other related duties, as assigned.

    Key Qualifications:
    1.    Must be a qualified engineer as defined by the Professional Engineers of Ontario.
    2.    Graduate from a university degree program related to civil engineering or approved equivalent combination of experience and education.
    3.    Significant experience in the design, construction, operation, assessment and planning of water distribution and wastewater collection systems.
    4.    Significant experience in the operation and rehabilitation of water distribution systems as well as wastewater collection systems employing various trenchless technologies.
    5.    Significant experience and specific knowledge of contract administration processes in a public environment including knowledge of specific administrative processes such as tender issuing and closings, contract awards and approvals, negotiation and conflict resolution, claim handling and others, acquired by training and work experience.
    6.    Experience in the preparation of policy documents, technical reports, briefing notes, reports to Council and responses to inquiries by external agencies and the public.
    7.    Must be familiar with and knowledgeable in the principles of civil engineering, materials and methods of construction.
    8.    Ability to operate as a fully accountable program leader with the ability to plan and provide work direction to staff, contractors and consultants.
    9.    Proficient in various competencies including highly developed interpersonal skills, human relations, communication, negotiation, conflict resolution, project management, analytical and problem solving skills.
    10.    Ability to interact and communicate effectively, both orally and in writing, with all levels of the organization and to forge solid internal and external relationships.
    11.    Ability to plan, lead, manage and implement multi-disciplinary projects of various scopes.
    12.    Familiarity with Federal and Provincial regulations and requirements including, but not limited to the Ontario Occupational Health and Safety Act, Construction Lien Act, Ontario Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Source Water Protection Act, Safe Drinking Water Act and Sustainable Water & Sewer System Act (Bill 175) and the Municipal Act.
    13.    Possession of a valid Ontario Driver's Licence Class "G" and access to a personal vehicle for site visits.

    Key Responsibilities

    · Establishing, implementing and maintaining policies and procedures for all Divisional areas.
    · Developing on-street parking programs for residential and commercial areas.
    · Receiving, investigating and resolving public complaints and representing the City as an expert witness in court cases and at Ontario Municipal Board hearings
    . · Conducting Municipal Class Environmental Assessment Studies, Road Safety Studies, Traffic Impact Studies and long range studies to assess needs for safety and/or constructing new City services.
    · Reviewing and approving project requirements and specifications, studying terms of reference and requests for proposals. Reviewing reports from consulting engineers and administering consultant agreements.
    · Reviewing calls for tender and purchase requisitions requiring approval for the department on contracted services in accordance with established policies.
    · Providing technical advice to Division and Department staff, staff of other departments and the general public. Providing engineering advice and technical information at negotiations with clients for city owned industrial lands, and for large private land development projects.
    · Directing and/or performing research and developing, recommending and implementing up-to-date and innovative engineering and construction standards and specifications, new technologies, methodologies and procedures; and undertaking similar activities with regard to Corporate and Departmental policies, procedures, programs, guidelines, bylaws, regulations, etc.; all with a commitment to continuous improvement and adoption of best practices.
    · Acting as an alternate to Commissioner of Transportation and Public works on an as required basis.
    · Ensuring employees work in compliance with the Occupational Health and Safety Act, regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect the workers.
    · Maintaining good working relationships with all stakeholders, including customers, members of Council, all City staff, the media, special interest groups and community at large.
    · Preparing staff reports and giving presentations to Council and other stakeholder groups to communicate information and/or recommend program changes

    Required Qualifications
    Bachelor's Degree in Civil Engineering; 10 years’ experience in Municipal Engineering, including seven years management experience and a member of the Professional Engineers of Ontario.
