Job Summary:
Manages total project delivery using in-house and/or external resources for major infrastructure construction and rehabilitation projects, including roadways, transitways, structures, sewers, water mains, pumping stations, treatment works, drainage works, lighting, solid waste/landfill sites, cycling facilities, traffic calming, transit improvements, streetscaping and related underground utilities.

Le titulaire gère la mise en œuvre intégrale de projets majeurs de construction et de remise en état d'infrastructures, en faisant appel à des ressources internes et externes. Il s'agit notamment de routes, de voies réservées aux transports en commun, de structures, d'égouts, de conduites maîtresses, de stations de pompage, d'installations de traitement, de travaux de drainage, d'installations d'éclairage, de sites d'enfouissement de déchets solides, d'installations à l'usage des cyclistes, de mesures pour la fluidité de la circulation automobile, d'améliorations au réseau de transport en commun, de mesures liées à l'embellissement des rues, et des services publics souterrains s'y rattachant. -

Job Details:
Complete preliminary and detailed design calculations and drawings for new and replacement infrastructure projects in the areas of storm and sanitary sewers, sidewalks and roads. Provide technical and administrative support in the preparation of final tender documents and for the review of engineering reports and drawings. Provide on-site inspection and oversight of City construction projects to ensure the projects are built in accordance with plans and specifications, completed on time, within set budget limits and following proper safety procedures. Coordinate and complete pre-engineering and construction surveys, contract layout and verify grades during construction projects. Recommend optimum solutions based on knowledge of site conditions, methods and available materials, time factors and budget constraints.

Reporting to the General Manager, Housing and Long Term Care, is responsible for developing and delivering Long Term Asset Management Strategies, plans for the sustainability of the Region’s Housing Assets and capital planning and delivery of new Housing communities; leading the development of an asset management vision; developing strategic directions that address emerging priorities, meet the goals and objectives of the Long Term Asset Strategy, align with corporate business strategies and ensure fiscally responsible approaches to asset management; developing and maintaining relationships with key partners in order to achieve successful outcomes and negotiations related to land securement, project acquisition and stewardship of assets. -

This non-union position is under the general supervision of the Director-Environmental Services & City Engineer, assists the Environmental Services Department with the retention and oversight of consulting engineering firms and other consultants to complete special projects that require professional expertise that is not provided by the in-house Staff of the Environmental Services Department.
Upon joint review with the Director and other departmental engineering staff as required, prepares the technical components of Requests for Proposals (RFP) and liaises and coordinates all subsequent consulting services activities involving consultant retention, project initiation, ongoing liaison, progress meetings, quality/budget/time control, project completion, report preparation, project closure and post closure activities.
