This position is responsible to the Director of Infrastructure Capital Planning (ICP) to coordinate and provide guidance for operational programs and capital projects in support of both the Water/Wastewater Master Plan and the Water/Wastewater Asset Management Plan. -

Responsible for the overall management leadership of the Engineering, Public Works & Building Department. The activities of the Engineering, Public Works & Building Department encompass: Development Engineering, Capital Works Engineering and Project Management, Public Works, Recycling and Solid Waste Management, Traffic Engineering, Water Distribution and Wastewater Collection Systems, Stormwater Management, Ontario Building Code administration and departmental administration. Major responsibilities include: ensuring compliance with recognized engineering and municipal standards according to provincial regulations, municipal bylaws and Council policy; evaluating and planning asset management of municipal infrastructure and fleet, capital construction needs and service delivery; retention and oversight of consultant services; preparing and administering budgets; coordinating with other departments and agencies of mutual concern; providing technical advice and reporting to Council and Committees of Council on technical and departmental matters, staff management and supervision, engineering design, tendering and administering contracts for construction of works, services and consulting services; and commenting on development proposals and agreements. Also reviews and approves subdivision and site plan designs and administers construction. Serves as a member of the Senior Management Team and Emergency Community Control Group.

- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.
- Undertakes construction contract administration, including preparation of change directives, change notices, RFQs and payment certificates.
- Ensures that project expenditures are controlled and maintained within approved budget limitations. Assists in preparation of capital and operating budgets related to assigned projects.
- Gathers and refines project scope and determines financial impact of projects/proposals.
- Prepares and inspects drawings, engineering studies, specifications, plans and cost estimates as they pertain to assigned projects.
- Provides technical advice, review and expertise, and utilizes standard engineering principles and practices to assist in the operation, development and maintenance of works infrastructure and related services.
- Prepares engineering analysis, evaluates and recommends new systems, work procedures and technologies with the potential to improve performance of the Division.
- Carries out varied engineering assignments within a broad field of engineering.
- Formulates design concepts for engineering problems and sets scope and parameters of projects.
- Undertakes the testing and implementation of design concepts to meet functional requirements.
- Conducts studies, surveys, research and development for the effective resolution of engineering issues. Initiates and leads technical studies and projects.
- Directs project team staff to ensure timelines are met.
- Secures all engineering permits and approvals as may be required from external agencies.
- Maintains an up-to-date knowledge of technological developments in the field of engineering.
- Represents the City on committees, attends meetings and provides input.
- Liaises with the media, public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
- Conducts research into assigned area, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

Organization Overview: The County of Peterborough is the upper tier municipality for eight local municipalities. The County also funds, and County representatives participate in the governance of, several other services such as: Social Services & Housing, Public Health, Long-Term Care, Regional Economic Development, and Provincial Offences Court. Reporting to the Manager of Fleet Operations, the Fleet Driver Trainer will develop, evaluate, recommend, implement, promote and audit safe vehicle, equipment and work policies, operating practices, training programs, including records management to ensure safe and compliant operations of the Town’s fleet, equipment (i.e. light and heavy duty on-road vehicles, snow ploughs, attachments and related equipment; off-road construction and agricultural vehicles, equipment and related attachments) used across the corporation and managed by Fleet Services. The continued development, implementation and maintenance of a collision management program is viewed as integral to this position. This position will also liaise with the Town’s Occupational Health Safety and Wellness Consultant with respect to the departmental and corporate health and safety practices.
