Our Capital Projects Group, RER AFP Early Works Business Unit is seeking multiple Managers for various projects across the GO Rail Network. This position leads and provides overall management and oversight to the capital infrastructure projects from concept to completion, ensuring delivery on-time, within the approved budget, and to the required quality and safety standards.

    This permanent full time position is responsible to the Director of Engineering Services to provide technical assistance to Project Teams from concept to close out in support of quality customer service outcomes and the Business Plan for the Division. Ensures all internal projects undertaken by Engineering Services comply with engineering requirements, including the Professional Engineers of Ontario (PEO) Act, and provides oversight and quality assurance for compliance with engineering requirements, including the PEO Act, for all GCS projects delivered by external consultants.

    In this role, you will be responsible for the review and administrative processing of construction proposals in support of SmartTrack and the Metrolinx Regional Express Rail (RER) Programs, and for providing technical guidance to ensure the effective interpretation and application of City standards, specifications and policies – from application until completion of construction. This includes managing service delivery to achieve organizational performance and quality standards and expectations, ensuring that engineering designs that modify, replace, or impact existing or new City bridge infrastructure conform to Division, cluster, and corporate standards and regulatory requirements.

    Reporting to the Senior Director of Growth Management, you will lead and motivate a multi-functional workforce in the delivery of services to the Land Development industry, including all aspects of development engineering, subdivision and condominium approval, part lot control, and site planning. Both strategically minded and results-oriented, you will ensure that Infrastructure strategies – including Environmental Assessments – are in place to support the City’s Growth Plan, as well as recommend the required capital projects to align with recommendations coming out of the Council-approved Staging of Development Program.

    As Manager of Infrastructure Planning, you will act as a resource internally and externally, to ensure that the approach to the development, delivery, evaluation and accountability of services reflects sound business practices. This includes providing support and advice to supervisors and staff in business and strategic planning, the measurement of service quality and customer satisfaction, and the implementation of continuous improvement programs. You will also respond to corporate, community, provincial and/or federal proposals for service initiatives, changes or enhancements, provide professional consultation, including reports, to Council and its Committees, and answer enquiries from the general public, consultants, developers and politicians on availability of services, status of agreements, development control policies and operating by-laws.
