Reports to and acts under the direction and approval of the Division Manager III. Prepares draft plan approval conditions for land development projects. Reviews, analyzes and/or recommends acceptance of municipal servicing design drawings and various engineering reports and studies. Reviews applications under provincial legislation as part of the Transfer of Review Program. Reviews, monitors security and ensures compliance of Subdivision, Servicing and Reference Plan Agreements. Responsible for office and field duties related to engineering servicing of subdivision and land development.

This position reports to the Senior Manager, Transportation Strategy and is responsible for the day-to-day planning, implementation and development of policies, standards and procedures to ensure safe operation and efficient utilization of the town’s road infrastructure for development applications. In addition, this position is the town’s coordinator of technical advice and direction for land development traffic and transportation related issues. The Transportation Engineer also leads and coordinates transportation-related environmental assessments for the town.

The incumbent is primarily responsible for managing the distribution and quality of work related to the processing of all development applications, to approval, as they pertain to municipal servicing matters, and managing the approval process related to the installation of all utilities within the City’s road allowances. The incumbent will undertake technical analysis in order to review and evaluate the compilation of comments on development engineering documents associated with Draft Plans of Subdivision, Site Plans, Land Severances, Official Plan Amendments, Zoning By-law Amendments, Committee of Adjustment and all other Planning review processes and compliance requests. This is accomplished through the effective management of a skilled team of Coordinators, Technicians, Consulting Engineers and Contractors. Presenting results in written and verbal form to staff, elected officials, and the public is an integral part of this position. The incumbent also provides supervision to the Coordinator, Development Approvals and Technician, Development Approvals.

Responsible for leading the City’s Advance Metering Infrastructure initiative to include smart water meters, communication and networking, integration and other related projects. Responsible for supporting water service objectives through managing various projects, including but not limited to, leak detection, non- revenue water analysis, backflow prevention policy development, meter replacement programs, operations program planning and other related projects. Participates and contributes to water infrastructure planning projects, while ensuring such projects are aligned and inclusive with capital works. Oversees technical review of development applications. Conducts research and benefit /cost analysis to determine best practices; identifies long-range strategies for responsible and sustainable water services; develops and manages policies, contracts, tenders, bylaws and other documents related to same. Provides technical support to staff.

As a Senior Project Manager in Water and Wastewater Planning, you will provide leadership to staff within a Business Unit, with a focus on reviewing and approving water and wastewater infrastructure designs, and capacities within the LRT corridor and within the adjacent connected networks of upstream and downstream pipes and sewers. You will be expected to ensure that infrastructure systems design activities are delivered in a cost-effective, efficient and timely manner within a Quality Management System (QMS) environment.
