There is an opening for the above position within the Infrastructure Division of the
Development & Infrastructure Department, available April 28, 2016. Reporting to the
Manager of Development Engineering, this position is responsible for the following duties:
• Reviews and provides comment with respect to development applications – Plans of
Subdivision; Site Plan; Subdivision Coordinating Committee; Official Plan (OP) and/or
Zoning By-Law Amendments; etc., as required. Review includes: new and replacement
public and private services, site grading/drainage and stormwater management (SWM),
etc. in accordance with applicable legislation.
• Prepares and/or verifies cost estimates/schedules for new service installations, extension
of municipal storm, water and sanitary main costs, etc.
• Follows up with complaints and inquiries from the Public with respect to site servicing,
grading and (stormwater) damage. Responds to inquiries and issues regarding Letters of
Compliance for site Servicing, Easements, Right-of-Ways and Outstanding Work Orders.
Implements current Low Impact Development Standards in the site development
approvals process to reduce the impacts of development.
• Acts as Project Manager for municipal infrastructure projects requiring Municipal Class
Environmental Assessments (EAs), including: terms of reference preparation, consultant
selection coordination, providing direction to the consultant, budget-tracking, chairing
public meetings, preparing reports to Council and other committees, responding to
stakeholders and ensuring compliance with legislative requirements of EAs.
• Represents the Division, Department and/or Corporation on Regional: Environmental
Assessments (EAs); Master Plans (MPs); Studies; detailed design; (re-)construction;
Steering and Project Teams and other projects, as assigned. Coordinates Departmental
review and provides (compiled) comments to the Region. Assists in the preparation of
budget estimates and monitors cost-shared expenditures and/or (sole) City portions on
Regional projects to ensure compliance with budget allocation amounts.
• Act as Project Manager for municipal infrastructure (re-)construction projects, including:
terms of reference preparation, consultant selection coordination, providing direction to
the consultant, budget-tracking, chairing public meetings, preparing reports to Council and
other committees, preparing tender documents, reviewing and recommending tender
awards, responding to stakeholder inquiries both verbally and in writing, chairing preconstruction
site meetings, investigating and mitigating unforeseen field conditions and
conflicts.
• Provides design expertise and technical guidance to other City Divisions and Departments
regarding Engineering Standards & Development Manual Specifications, Policies, etc.
• Coordinates engineering projects with various levels of government, government
agencies, utility companies, railways, consultants, contractors and others.
• Investigates problems or failures in the watermain distribution and sewer collection
systems and makes recommendations for repair, replacement or upgrading.
• Develops strong working relationships with regulatory agencies. Prepares complete
application forms and files for approval of design and permitting from various agencies,
including: Grand River Conservation Authority (GRCA), Ministry of Transportation (MTO),
Ministry of the Environment (MOE), Ministry of Natural Resources (MNR), Department of
Fisheries and Oceans (DFO), Transport Canada (TC) and railways. Ensures designs
comply with applicable regulations of all levels of government.
• Receives, investigates and responds to complaints from the public. Organizes and conducts engineering investigations regarding municipal infrastructure, in response to requests from Members of Council, City staff and the public, including: site investigations, data collection, analysis of condition and design parameters in accordance with legislated and City standards, development of recommendations, budget preparation, preparation of written correspondence and staff reports to General Committee as required, providing direction to Public Works or contractors and performing follow-up inspection. Responds by telephone, e-mail or at counter to engineering inquiries/complaints.
• Perform Contract Administrator Duties and/or Field Inspection Services for municipal infrastructure (re-)construction projects as needed, including: chairing progress site meetings, performing field inspection services, monitoring and evaluating contractor’s performance, reviewing and approving/rejecting contractor change orders, reviewing invoices, preparing progress payments, inspecting completed work and recommending release of holdback/securities.
• Prepares designs and/or completes design reviews for municipal infrastructure (re-)construction and rehabilitation projects for sanitary sewers, storm sewers, watermain, roadways and/or structures, including: reviewing existing records and drawings, arranging for (additional) surveys, undertaking design calculations, preparing detailed cost estimates, coordinating land acquisitions for road widening and easements, etc. Checks and certifies all designs with Professional Engineering stamp.
• Contributes to Engineering Standards & Development Manual; Standard Operating Procedures (SOPs); Policy and Best Practices documents, including review of current procedures, research of best practice methodologies of other jurisdictions and development of recommendations.
• Provides information to update Asset Management Systems for roads, structures, storm sewers, sanitary sewers, watermains, etc. records to reflect completed construction and/or current condition.
• Provides technical review of engineering submissions regarding sewer discharges and provides recommendations to Public Works Operations staff.
• Sizes water meters for use in industrial; commercial and other land-uses in accordance with American Water Works Association (AWWA) standards/practices.
• Prepares Local Improvement documentation, as required under the Local Improvements Act (LIA), including: preparing cost estimates; collecting information for notifying owners; advertising; preparing design; arranging construction and preparing final cost assessment against property owners. Attends Court of Revision for appeals from property owners on assessments, as required.
• Acts as back-up to Manager of Development Engineering. -
Reporting to the Program Manager, Transportation Engineering, is responsible for assisting with a wide range of transportation planning projects including development and implementation of the Transportation Master Plan and related policies; assisting with corridor or area-wide transportation studies; reviewing and conducting transportation data and operational analysis; forecasting and analyzing travel demand; assisting with environmental assessment studies for road and transit infrastructure; reviewing development applications and traffic studies; and preparing transportation reports and presentations.
Qualifications
- Successful completion of a three (3) year Community College Diploma Program in Civil Engineering Technology.
- Minimum three (3) years experience in transportation planning.
- Thorough knowledge of transportation planning principles and techniques.
- Thorough knowledge of analytical techniques applicable to travel demand forecasting and analysis.
- Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
- Computer literacy utilising MS Office applications as well as proficiency with the application of specialized software relevant to the technical specialty.
- Proficiency with Adobe Pro and GIS software applications.
- Ability to undertake comprehensive technical studies and write technical reports.
- Ability to organize data in a structured, traceable and proficient manner.
- Ability to develop creative and innovative problem solving solutions.
- Ability to review, interpret and critique technical reports and engineering drawings.
- Ability to travel to offsite locations in a timely and efficient manner, as required.
- Ability to work outside regular business hours as required including attending evenings at public consultation centres.

Reporting to the Program Manager, Business Management, is responsible for providing water and wastewater systems engineering analysis and development of strategies for the optimization of system performance; compiling bi-monthly water and wastewater data for billings to the local municipalities; providing technical support on modelling projects; implementing and maintaining flow monitoring programs; ensuring appropriate data capture, analysis and documentation; and providing operations systems analysis.
Qualifications
- Successful completion of a University Degree in Civil or Environmental Engineering.
- Must be registered as a Professional Engineer (P. Eng) in good standing with the Professional Engineers Ontario.
- Minimum of five (5) years experience (inclusive of EIT experience) in the design of municipal infrastructure, project coordination, data forecasting and statistical analysis, as it relates to water and wastewater operations and asset management.
- Valid Ontario Class “G” driver’s licence and reliable vehicle for use on corporate business.
- Thorough working knowledge of engineering principles and standards involved in the planning and design of municipal water and wastewater infrastructure.
- Knowledge of statistics for the analysis of water and wastewater systems.
- Knowledge of municipal water and wastewater systems and engineering in an urban growth environment.
- Strong working knowledge with IMS technology, preferably Maximo, GIS, and SCADA.
- Knowledge of all relevant Legislation, Regulations, By-laws and Standards relating to water resources and environmental protection

Coordinator. This position is responsible for the co-ordination and management of capital engineering projects from
conception through to completion of construction and includes designing of municipal infrastructure such as road,

reviewing detailed design and tender packages and preparing reports to Committee and Council.
The successful incumbent will be a licensed Professional Engineer with a minimum of 5 years of experience in project
management, including design of municipal infrastructure, and will have experience with environmental assessments.
Candidates must also have knowledge of construction law and contract administration.
The successful incumbent will be required to have a valid Class “G” Ontario driver’s license in good standing with a
clean driver’s abstract. The Town will conduct a driver’s abstract upon offer of employment.
This position is a unionized position within the C.U.P.E. Local 54 Collective Agreement and works a 35 hour work
week. The salary for this position is $86,704 per annum. The Town also offers medical and dental benefit plan, as
well as a pension plan in OMERS.
