    Loyalist Township is a growing community of over 15,000 residents situated on the north shore of Lake Ontario between the Town of Greater Napanee and the City of Kingston. The Township is a blend of rural and urban areas with a number of smaller hamlets throughout, including its very own island community, accessible by ferry. The Corporation of Loyalist Township was formed in 1998 through the amalgamation of the former Township of Ernestown, the Township of Amherst Island and the Village of Bath.

    Loyalist Township is a looking for a progressive, innovative and results-oriented individual to fill our Assistant Township Engineer position. Reporting to the Engineering Manager, the Assistant Township Engineer’s primary role is to manage capital and maintenance projects from inception to completion.

    In addition to three years of applicable municipal or related experience, the successful candidate will have post secondary education in Civil or Environmental Engineering or equivalent combined with a comprehensive understanding of engineering principles related to municipal infrastructure, construction activities, contract management, contract law, and relevant Federal and Provincial Standards, Acts and Regulations. Registration or eligible for registration as a Professional Engineer by the Professional Engineers of Ontario is required. The incumbent will be a project manager with superior interpersonal, communication, and problem solving skills to effectively prioritize, schedule and deliver work projects to meet deadline.

    The Assistant Township Engineer will have the ability to read, understand and evaluate engineering drawings and proposals, as well as the ability write procurement and engineering design documents and specifications. Strong computer skills, along with a G licence with a satisfactory driving record and a satisfactory Criminal Record Check is also required.

    The Townships offers a competitive benefit package and salary commensurate with qualifications and abilities. Salary range is $68,111-$78,524 (2015).

    An exciting career opportunity with the City of Toronto for a Professional Engineer whose experience in stormwater systems planning, design and construction is combined with the ability to manage multiple stakeholder interests and deliver timely results. As an Engineer in Design and Construction – Linear Underground Infrastructure, you will provide project management, contract administration, technical and engineering expertise to plan, design and construct multidisciplinary projects involving stormwater management infrastructure such as ponds, tanks and stream rehabilitation. This engineering role will see you assisting senior engineers and project managers in engaging consultants and/or contractors by preparing Requests for Proposal (RFPs), Requests for Quotation (RFQs) and Construction Tender packages.

    RESPONSIBILITIES
    Your primary responsibilities as an Engineer will be varied. Specifically, you will:
    • Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, and maintaining related data.
    • Prepare Requests for Proposals, evaluate proposals, arrange for purchases, and monitor outcome.
    • Ensure that project expenditures are controlled and maintained within approved budget limitations.
    • Assist in the preparation of capital and operating budgets related to assigned projects.
    • Gather and refine project scope and determine the financial impact of projects and proposals.
    • Prepare and inspect drawings, engineering studies, specifications, plans and cost estimates pertaining to assigned projects.
    • Provide technical advice, review and expertise, and utilize sound engineering principles and practices to assist in the operation, development and maintenance of works infrastructure and related services.
    • Prepare engineering analyses, as well as evaluate and recommend new systems, work procedures and technologies with the potential to improve divisional performance.
    • Carry out varied engineering assignments within a broad field of engineering, e.g., stormwater management.
    • Formulate design concepts for engineering problems and set project scope and parameters.
    • Undertake the testing and implementation of design concepts to meet functional requirements.
    • Conduct studies, surveys, research and development to resolve engineering issues effectively.
    • Initiate and lead technical studies and projects.
    • Direct project team staff to ensure that timelines are met.
    • Finalize contract payments and implement quality control/quality assurance for construction.
    • Oversee and evaluate the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
    • Secure all engineering permits and approvals required from external agencies.
    • Maintain an up-to-date knowledge of technological developments in the field of engineering.
    • Represent the City on committees, attend meetings and provide input.
    • Liaise with the media, residents, ratepayers association, consultants, contractors, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
    • Conduct research into assigned areas, ensuring that research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
    • Investigate moderately complex engineering problems, planning and preparing related reports and recommendations, and/or assist senior engineers in resolving more complex problems on large projects.
    • Ensure problem-solving by using a combination of standard procedures, modification of standard procedures or methods developed in previous assignments.

    KEY QUALIFICATIONS
    Your application for the role of Engineer must describe your qualifications as they relate to:
    • Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
    • Experience in the planning, design and construction of stormwater systems, including watercourse rehabilitation.
    • Experience in the design of linear infrastructure or stormwater management structures, stream corridor management, hydraulic modelling, and associated City standards, or in project management related to capital works delivery.
    • Experience in stakeholder management.
    • Knowledge of change order process, claim resolutions, scope management and necessary public notification.
    • Considerable knowledge of environmental assessment studies, an asset.
    • Knowledge of legislation related to the Occupational Health and Safety Act, Construction Lien Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act, Safe Drinking Water Act, Conservation Authorities Act and Ontario Water Resources Act.
    • Ability to read, interpret, and report on engineering plans, drawings, technical memos, reports and specifications in a timely manner.
    • Ability to plan, organize and coordinate multiple assignments and meet required timelines.
    • Ability to communicate effectively, verbally and in writing, to all audiences at all organizational levels.
    • Highly developed interpersonal, client service and teamwork skills.
    • Ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders.
    • Ability to plan, supervise and direct the work of staff, combined with an understanding of modern principles and practices of management and management controls.

    Your Job Responsibilities:
    Under the supervision of the Storm Drainage Programming Engineer, the successful candidate will assist with the City’s Watercourse Management Program and Capital Planning Unit, including watercourse erosion and drainage complaints, stormwater related projects and studies, the 10-year Capital Budget and Forecast for Stormwater, and special projects and flooding related issues managed by the Environmental Services Section. Specifically, the position will:
    •Attend to watercourse erosion and drainage complaints, including liaise with the public, Conservation Authorities and internal staff, and assist with the preparation of design drawings and permit applications for related maintenance activities;
    •Assist with the co-ordination and programming of the minor watercourse erosion monitoring and maintenance programs;
    •Assist with the preparation of the 10-year Capital Budget and Forecast for the Stormwater Service Area;
    •Assist with the completion of water resources and storm drainage related studies and projects undertaken by the Unit;
    •Assist with the Section’s management of special projects and flooding related issues;
    •Co-ordinate the internal staff consultation, review and comments related to Environment Assessments conducted by external agencies;
    •Assist in the preparation of comments and technical briefs related to water resources and storm drainage studies circulated to the Section for review; and,
    •Perform other related duties as assigned.

    Job Specifications:
    •Post secondary graduation from a civil engineering technology, environmental science or other related engineering or applied science program.
    •Certified Engineering Technician/Technologist (C.E.T/C.Tech.), Applied Science Technologist (A.Sc.T.), or approved equivalent. Candidates who have not yet achieved but are eligible for certification may be considered on an under-fill basis.
    •A minimum of two years experience is preferred in the field of water resources with experience related to municipal storm drainage, stormwater management and/or urban watercourse systems.
    •Knowledge of storm drainage engineering design and construction, fluvial geomorphic principles, hydrologic and hydraulic computer modelling, Microstation/CAD software and database management would be an asset.
    •Excellent written and verbal communication skills are required, along with strong organisational and problem solving skills and the ability to work independently and as a member of a team.
    •A valid Class ‘G’ Driver’s Licence with an excellent driving record.

    Reporting to the Manager of Design and Approvals, within the Engineering Infrastructure Division of the Transportation and Public Works Department, this position is responsible for the following duties:

    Act as Project Manager for municipal infrastructure (re-)construction projects, including: terms of reference preparation, consultant selection coordination, providing direction to the consultant, budget-tracking, chairing public meetings, preparing reports to Council and other committees, preparing tender documents, reviewing and recommending tender awards, responding to stakeholder inquiries both verbally and in writing, chairing pre-construction site meetings, investigating and mitigating unforeseen field conditions and conflicts;

    Perform Contract Administrator Duties and/or Field Inspection Services for municipal infrastructure (re-)construction projects as needed, including: chairing progress site meetings, performing field inspection services, monitoring and evaluating contractor’s performance, reviewing and approving/rejecting contractor change orders, reviewing invoices, preparing progress payments, inspecting completed work and recommending release of holdback/securities;

    Prepares designs for municipal infrastructure (re-)construction and rehabilitation projects for sanitary sewers, storm sewers, watermain, roadways and/or structures, including: reviewing existing records and drawings, arranging for (additional) surveys, undertaking design calculations, preparing detailed cost estimates, coordinating land acquisitions for road widening and easements, etc. Checks and certifies all designs with Professional Engineering stamp;

    Coordinates engineering projects with various levels of government, government agencies, utility companies, railways, consultants, contractors and others;

    Investigates problems or failures in the watermain distribution and sewer collection systems and makes recommendations for repair, replacement or upgrading;

    Receives, investigates and responds to complaints from the public. Organizes and conducts engineering investigations regarding municipal infrastructure, in response to requests from Members of Council, City staff and the public, including: site investigations, data collection, analysis of condition and design parameters in accordance with legislated and City standards, development of recommendations, budget preparation, preparation of written correspondence and staff reports to General Committee as required, providing direction to Public Works or contractors and performing follow-up inspection. Responds by telephone, e-mail or at counter to engineering inquiries/complaints;

    Acts as Project Manager for municipal infrastructure projects requiring Municipal Class Environmental Assessments (EAs), including: terms of reference preparation, consultant selection coordination, providing direction to the consultant, budget-tracking, chairing public meetings, preparing reports to Council and other committees, responding to stakeholders and ensuring compliance with legislative requirements of EAs;

    Represents the Division, Department and/or Corporation on Regional: Environmental Assessments (EAs); Master Plans (MPs); Studies; detailed design; (re-)construction; Steering and Project Teams and other projects, as assigned. Coordinates Departmental review and provides (compiled) comments to the Region. Assists in the preparation of budget estimates and monitors cost-shared expenditures and/or (sole) City portions on Regional projects to ensure compliance with budget allocation amounts; Develops strong working relationships with regulatory agencies. Prepares complete application forms and files for approval of design and permitting from various agencies, including: Grand River Conservation Authority (GRCA), Ministry of Transportation (MTO), Ministry of the Environment (MOE), Ministry of Natural Resources (MNR), Department of Fisheries and Oceans (DFO), Transport Canada (TC) and railways. Ensures designs comply with applicable regulations of all levels of government; Contributes to Design and Construction Engineering Standards; Standard Operating Procedures (SOPs); Policies and Best Practices documents, including review of current procedures, research of best practice methodologies of other jurisdictions and development of recommendations;

    Provides information to update Asset Management Systems for roads, structures, storm sewers, sanitary sewers, watermains, etc. records to reflect completed construction and/or current condition;

    Provides design expertise and technical guidance to other City Divisions and Departments regarding Design and Construction Standards, Specifications, Policies, etc.;

    Provides technical review of engineering submissions regarding sewer discharges and provides recommendations to Public Works Operations staff;

    Reviews and provides comment with respect to development applications, including: site plans for new private services, site grading and Storm water Management (SWM) and approval of design according to applicable legislation. Prepares cost estimates for new services installation and extension of municipal storm, water and sanitary main costs, as applicable. Follows up with complaints and inquiries from the Public with respect to site servicing, grading and (stormwater) damage. Responds to inquiries and issues regarding Letters of Compliance for site Servicing, Easements, Right-of-Ways and Outstanding Work Orders. Implements current Low Impact Development Standards in the site development approvals process to reduce the impacts of development;

    Sizes water meters for use in industrial; commercial and other land-uses in accordance with American Water Works Association (AWWA) standards/practices;

    Examines proposed designs for service connections (including restorations) within the municipal right-of-way and prepares cost estimates for the same;

    Prepares Local Improvement documentation, as required under the Local Improvements Act (LIA), including: preparing cost estimates; collecting information for notifying owners; advertising; preparing design; arranging construction and preparing final cost assessment against property owners. Attends Court of Revision for appeals from property owners on assessments, as required;

    Acts as back-up to Manager of Design and Approvals.

    Minimum Requirements for this position are:
    Possession of a Bachelor’s Degree in Civil Engineering, a Professional Engineer with Professional Engineers Ontario (PEO) License and a valid Driver’s License are required, along with 3-4 years’ experience in Design and Construction of Municipal Infrastructure including Roads, Sewer, Watermains and Stormwater Management (SWM) Facilities, proficiency in Engineering Software applications including Microsoft Office and Microsoft Project, Project Management of Consultants for Detailed Design and Construction Administration and Public Speaking / Chairing Public Meetings.

    This position is within Grade 5 of the Non-Union Salary Schedule and has an annual salary range of 77,174 to 94,114 (35 hours/week), and a comprehensive benefit program is available.

    POSITION DUTIES:
    Reporting to the Development Approvals Engineer, this role co-ordinates and manages the approval process of new residential and industrial subdivisions by reviewing and approving engineering consultant designs and plans, including roads, storm sewers, storm water management facilities, drainage and grading. Liaises with internal and external stakeholders and ensures that Municipal and Provincial standards are adhered to and public and private interests are protected.
    • Provides direction, guidance and advice to Technicians, Administrative Staff and Students as well as direction to Consultants, Contractors and Developers.
    • Liaises with representatives of various internal and external agencies to assist in the mediation and negotiation of conflicting points of interest; ensuring appropriate decisions are reached on behalf of the Corporation and approvals are processed in a timely manner and milestones are reached.
    • Analyzes and approves detailed engineering designs and cost estimates submitted by consultants; ensuring project costs are accurate and realistic.
    • Reviews the Conditions of Draft Approval, the approved Draft Plan of Subdivision and the engineering design to ensure that all engineering conditions have been addressed.
    • Reviews schedules of the Subdivision Agreement to ensure implementation and compliance of all engineering conditions and requirements of the Draft Approval.
    • Assists in the review and approval of residential and industrial site plan engineering submissions as they relate to various plans and reports (i.e. grading, storm drainage and sewer, erosion, geotechnical and legal).
    • Ensures designs are in compliance with Municipal and Provincial standards and accepted engineering practices, to protect the interests of the Corporation, adjacent property owners and the environment.
    • Provides technical review on behalf of the Ministry of Environment (MOE) for Certificate of Approval applications related to storm sewer systems and storm water management ponds.
    • Performs site inspections and liaises with consulting engineers, contractors and developers to ensure work is progressing as approved; reporting deficiencies immediately.
    • Coordinates all engineering work on site plans and clears for security reduction and/or release.
    • Requests issuance of a citation, initiates request for prosecution for non-compliance of approved plan and represents various divisions within the Corporation during prosecution.
    • Assists in the initial review of studies and supporting engineering servicing reports to ensure environmental protection and requirements of draft approval are met and the design complies with Functional Servicing Reports (FSR).
    • Ensures adequate securities and insurance have been provided for proposed work.
    • Determines corrective action as it relates to petitions and complaints; ensuring issues are resolved efficiently and effectively.
    • Responds to engineering inquires from external agencies, consultants and the public.
    • Maintains accurate and up to date records, both hard copy and electronic of all activities and correspondence related to the approval process.
    • Attends meetings and represents the Section and/or Corporation as a member of numerous committees.
    • Performs additional similar and related duties as assigned.

    MINIMUM QUALIFICATIONS:
    • High School (Grade 12) plus an additional program of over two (2) and up to three (3) years in Civil Engineering Technology or equivalent.
    • Over four (4) years, up to and including eight (8) year of related experience.
    • Certified Engineering Technologist (CET) designation with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
    • Valid, non-probationary Ontario Class G Driver’s Licence.
    • Registered with the Professional Engineers of Ontario (PEO).
    • Strong working knowledge of Microsoft Office Suite.
    • Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
    • Ability to work independently and as part of a team.
