CAPITAL PLANNING AND DELIVERY BRANCH
Location: East Gwillimbury, Ontario. This is a Non-Union position.
Temporary Full-Time, Approx. 24 months, Salary $107,343 - $126,263 annually
POSITION PURPOSE
Reporting to the Manager, Engineering, is responsible for planning and implementing large, sensitive and complex capital projects as part of the 10-year Capital program; providing project management services for environmental assessments and the design and construction of bridges, roads, storm sewers, water mains, sanitary sewers, pumping stations and treatment facilities; representing the Branch on corporate initiatives and leading teams in Branch process management and initiatives.
QUALIFICATIONS
•Successful completion of a University Degree in Civil Engineering from an accredited university.
•Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers Ontario.
•Minimum of seven (7) years’ experience (inclusive of E.I.T. experience) in any or all aspects of bridge, road, storm sewer, water main, sanitary sewer, pumping station as well as water and wastewater treatment plant design, with demonstrated commitment to design quality and process as well as complex project management experience.
•A valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
•Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, leadership and accountability, and flexibility/adaptability.
•Computer literacy utilizing MS Office applications in a Windows environment.
•Demonstrated project management skills to lead a project or work group, organize numerous tasks, set priorities and meet deadlines.
•Ability to negotiate/facilitate and present information to varied audiences.
•Ability to apply sound customer service strategies and innovation in product delivery methods.
•Ability to identify areas for constructive change and communicate issues and potential solutions to management.
•Ability to work outside of normal business hours as required.

Overview of the Position Why the District of Muskoka?
As the Director of Water & Wastewater Operations, you will have overall responsibility for the operation, compliance, renewal and maintenance of 18 water and wastewater treatment plants in The District Municipality of Muskoka, including water storage and distribution systems and wastewater collection and disposal systems.
What We are Looking For
A University Degree in engineering or a related field coupled with either, membership in good standing with the Professional Engineers of Ontario or a Class 4 Water and Wastewater License.
You will bring to the District a minimum of 10 years of related experience, with at least 3 years in a progressive management role.
You must have the passion and desire to lead a diverse team of individuals toward the common good.
The Water & Wastewater Team
With over 40 staff, our Water & Wastewater team works together to provide safe and reliable water services to the Muskoka Region. We are proud of, and dedicated to, the quality of water that we distribute through the region.
The Opportunity
Our Operations consist of 10 wastewater systems and 8 water treatment facilities spanning throughout Bracebridge, Gravenhurst, Huntsville, Bala, Port Carling, MacTier, Port Severn, Port Sydney and Baysville. You will manage a diverse and complex operation.

This position is responsible and accountable for the management of the Transportation and Development Engineering section of the Infrastructure Services Department, comprised of a group of engineering and planning professionals, with a current compliment of 8 reports. Responsibilities include overseeing of work load of the development engineering, traffic and transportation planning areas, ensuring that issues from the public and politicians are acted on in a timely manner and providing strategic advice related to the above mentioned service areas. Represent the Department and the Town at Ontario Municipal Board Hearings, negotiations and resident group meetings. Assume the duties and responsibilities of the Town Engineer as required.
You will be accountable for:
• Providing effective management and supervision to the applicable section of the department
•The updating and implementation of the Transportation Master Plan, Cycling Master Plan, and other policy documents associated with Transportation in the Town
•Approving infrastructure design, grading and drainage for new and in-fill developments
•Evaluating and recommending amendments to Town by-laws, policies and standards
•Conducting technical research and analysis on various development and transportation issues
•Continually assessing and modifying the development review process to meet the needs of the development industry and internal departments
•Authoring reports to Council on development and transportation related issues, and attending Council meetings as required
•Representing the Department and the Town on a variety of technical and advisory committees for projects affecting the Town being undertaken by senior levels of government
•Attending Ontario Municipal Board hearings as an expert witness, on behalf of the department
•Developing and implementing strategic goals and policies related to the service area that responds to the changes within the Town
•Participating in departmental staff hiring, evaluation and discipline of section staff as required
•Working independently with broad policies and objectives with details not generally reviewed at a higher level
•Providing recommendations for the preparation of the department’s yearly capital budget and nine year forecasts
•Monitoring Capital Budgets and sections Operating Budgets expenditures
•Planning and holding Public Information Centre’s for Development and Transportation works
•Representing the Department on the resolution of major transportation and development issues
•Preparing recommendations on which important policy and/or long range decisions are based
•Performing other job related duties
You have acquired:
•Successful completion of a 4 year degree program in Civil Engineering, Planning or equivalent education and experience
•A registered Professional Engineer in the Province of Ontario or Registered Professional Planner designation, or commensurate education and experience
•Greater than 15 years of on-the-job experience
•Extensive experience in municipal practice of transportation and/or development engineering
•Intermediate computer literacy in Microsoft office applications
•Valid Ontario Class ‘G’ Drivers’ Licence with a clean driver’s abstract; supply of personal vehicle to perform duties is required
•Strong management and interpersonal skills
•Excellent communication skills, both written and verbal
•Strong mediation, negotiation and conflict resolution skills

A strategic thinker whose civil engineering expertise is combined with strong communication skills will be interested in this leadership role on our Growth Management team.
Reporting to the Senior Director, Growth Management, you will direct a multi-functional workforce engaged in the delivery of services to the Land Development industry, including all aspects of development engineering approvals for subdivision and condominium approval, part lot control and site plans. As Manager of Development Approvals, you will approve the preparation of subdivision agreements and the review of all infrastructure and grading for development applications, along with being responsible for the implementation and interpretation of policy to ensure that subdivision agreements meet financial obligations, easements and land conveyances. You will also be expected to direct and manage general administration activities under your jurisdiction by developing and recommending new policies and procedures, and monitoring existing ones, to maximize the utilization of Section resources.
Your qualifications as Manager, Development Approvals, include:
•Progressively responsible management experience, with the ability to apply knowledge and theories of Civil Engineering as it relates to municipal infrastructure normally acquired by obtaining a degree in a related field or an equivalent combination of education and relevant work experience in the Development Engineering approval process.
•Licensing as a Professional Engineer by Professional Engineers Ontario.
•Sound understanding of planning, design and construction of municipal infrastructure.
•Working knowledge and understanding of the Planning Act and the Development Approval process as well as statutes, regulations and by-laws affecting the Section.
•A proven track record for long-term visioning and big-picture thinking.
•Demonstrated ability to manage multidisciplinary staff effectively in a results-oriented environment, and highly developed ability to lead and inspire others.
•Strong leadership, facilitation, communication, interpersonal and organizational skills in a predominantly unionized environment.
