The Ministry of the Environment, Conservation and Parks (MECP) has recently posted a regulation proposal, entitled the Environmental Compliance Approval In Respect Of Sewage Works Regulation, for a 30-day comment period which closes on May 30, 2019. The MECP as requested that this information be shared as appropriate for input and comment. The posting can be accessed on the Environmental Registry at https://ero.ontario.ca/notice/019-0005. 

The MECP is proposing a new regulation to streamline approval requirements for constructing sewage works that the municipality will own. Prescribed persons, such as developers would be able to construct these works under the municipality’s Environmental Compliance Approval (ECA), if specific conditions are met, instead of having to obtain a separate ECA. The ideas and comments the MECP receives on the proposal will be considered in the finalization of the regulation and will inform the ministry’s direction towards a consolidated permissions framework which will be subject to further consultation.
