The Ontario Water and Wastewater Agency Response Network (OnWARN) is a "utilities-helping-utilities" framework for addressing emergencies and critical incidents with municipally-owned water and wastewater systems. Through OnWARN, municipalities can call for assistance from others when facing emergencies, and the framework allows public works staff to help out their neighbours in times of need. The presentation will review the formation of the OnWARN program, conforming to the international program initiated through the American Water Works Association, and discuss its application to the water and wastewater sector within Ontario.
 
Speaker BIO's:
Andrew Henry, P.Eng.

Andrew graduated from the University of Windsor in Windsor, Ontario in 1991 with an Honours Degree in Civil and Environmental Engineering, and is a registered Professional Engineer since 1993.

Andrew is currently the Director of Regional Water for the Lake Huron & Elgin Area Water Supply Systems in the greater London region of southwestern Ontario. Andrew has worked in consulting and throughout the municipal sector, including the City of Etobicoke, the City of Chilliwack in British Columbia, and the City of London.

Andrew has been involved in numerous provincially significant initiatives, including the development of the Drinking Water Quality Management Standard, the development of best practices with the Federation of Canadian Municipalities, and various provincial design standards and manuals. Andrew continues to participate on various senior government advisory committees and work groups related to the municipal water systems, source water protection, Great Lakes preservation, emergency management, critical infrastructure assurance, asset management, and First Nations.

Andrew is currently on the Board of Directors for the Walkerton Clean Water Centre, as well as a member of the Lake Erie Source Protection Committee and the Vice-Chair of the Ontario Water/Wastewater Agency Response Network. Andrew was previously on the Board of Directors for the Ontario Municipal Water Association including the President of the association and Chairman of its Board of Directors, as well as the province’s Operating Authority Accreditation Management Committee.
