Excess Soil Registry

The Excess Soil Registry operated by RPRA on behalf of the Ministry of the Environment, Conservation and Parks will remain open for users during the temporary suspension of the registration and reporting requirements under the Excess Soil Regulation announced by the Ontario Government on April 21, 2022.
The following Excess Soil Registry requirements will be suspended until January 1, 2023:
- the requirement for the owner or operator of a residential development soil depot to file or update a notice in the Registry
- the requirement for a project leader to file a notice in the Registry before removing soil from the project area that will become excess soil and any requirement for a project leader to update the notice filed in respect of a project
- any requirement for the owner or operator of a reuse site to file or update a notice in the Registry in respect of the reuse site

For those who have already registered and reported through the Excess Soil Registry or who are planning to register and report this year, the Ministry recommends proceeding as planned as a best practice. This may include creating a new user account in the Registry, enrolling in the Excess Soil Program, initiating or updating an existing notice filing, and paying notice fees.
