RPRA’s 2024 Fees for Excess Soil Registry Posted

The 2024 fees for users of the Excess Soil Registry have been finalized and posted to the Resource Productivity & Recovery Authority (RPRA) website. The 2024 fees will come into effect on April 1, 2024. View the fee schedule.
RPRA consulted on the proposed 2024 fees from November 10, 2023, to January 10, 2024. As a result of feedback received during the consultation period, RPRA will spread the recovery of the Excess Soil Registry deficit over five years instead of the three years initially proposed, thereby reducing the final fee rates compared to the rates proposed during the consultation.

What are RPRA's fees and when do registry users pay them?
Fees charged to users of the Excess Soil Registry are for building and operating the registry and providing support to users. MECP is responsible for regulatory decisions, and for administering the compliance program for the Excess Soil Regulation. As an administrative authority of the Government of Ontario, RPRA does not receive any government funding and recovers costs through fees charged to regulated parties.
Excess Soil Registry fees are charged upon completion of an initial notice filing. This includes Project Area Notices, Reuse Site Notices, and Residential Development Soil Depot Notices. For Project Area and Reuse Site Notices, there may be a fee charged at the final filing (close-out), depending on whether the volume of soil generated or accepted has increased from what was reported in the initial notice filing.
