Launch of Recycled Crushed Aggregates (RCA) Advocacy Campaign

The Municipal Engineers Association (MEA) is pleased to announce the launch of the Recycled Crushed Aggregates (RCA) Advocacy Campaign, spearheaded by the Toronto and Area Road Builders Association (TARBA) in collaboration with eight other leading industry organizations. This initiative aims to promote the environmental and economic benefits of using RCA in public infrastructure projects and to advocate for necessary policy changes to enhance its adoption, particularly at the municipal level.
The campaign, which was officially launched this morning, represents a unified effort by key industry players including Concrete Ontario, Good Roads, the Greater Toronto Sewer and Watermain Construction Association (GTSWCA), the Heavy Civil Association of Toronto (HCAT), the Ontario Road Builders Association (ORBA), the Residential and Civil Construction Alliance of Ontario (RCCAO), the Ontario Sand, Stone, and Gravel Association (OSSGA), and the Ontario Society of Professional Engineers (OSPE).
The coalition’s primary focus is on raising awareness about the significant environmental and economic advantages of incorporating RCA in public infrastructure. The campaign seeks to influence public policies at both municipal and provincial levels to facilitate broader use of RCA. A key component of this advocacy is the harmonization of specifications through Ontario Provincial Standards Specification (OPSS) 1010. This harmonization is expected to create economies of scale in RCA production, ensuring consistent quality and high-performance standards.
