RPRA Posts 2026 Excess Soils & Hazardous Waste Program Fees

The Resource Productivity & Recovery Authority (RPRA) has posted the final 2026 program fees for the Excess Soil and Hazardous Waste Program (HWP) registries and producer responsibility programs for batteries, electronics, Blue Box materials, hazardous and special products, tires and lighting.

RPRA consulted on the proposed fees from September 29 to November 13, 2025, which included hosting five webinars to present the fees proposal, answer questions, and gather feedback. RPRA thanks all participants for their valuable input, which was carefully reviewed and considered before finalizing the fees.
The MEA played a significant role in the consultation process, through the efforts of its Excess Soils Working Group, who participated in the webinar and provided formal comments to RPRA, resulting in the lowering of some of the fee rates.

When will registrants pay fees in 2026?
RPRA’s 2026 program fee rates are effective as of January 1, 2026.
When registrants report their supply, file notices, or complete waste activities in the registry, fees will be automatically calculated. Fees are due on receipt of invoice.
